Big responsibilities.
Small teams. Tight budgets.

Public agencies and community nonprofits carry the same responsibilities as larger organizations, with a fraction of the staff.

Where the work gets stuck.

FOUR PLACES PUBLIC WORK STALLS

Projects stall in permitting.

Applications bounce between departments, reviews stack up, and a project that was funded last spring still hasn’t broken ground.

Revenue slips through outdated workflows.

Claims go out late or get denied, fees go uncollected, and nobody has time to trace where the money stopped moving.

Local businesses struggle to grow.

Storefronts turn over, owners miss programs they qualify for, and Spanish-speaking business owners are left out of the conversation entirely.

The people doing the work are stretched too thin.

One person is the clerk, the grant writer, the event planner and the board liaison, and the strategic work waits for a quiet week that never comes.

Who I help.

Public and community organizations that answer to a board, a council, or a funder, and need the work done right the first time.

Towns and counties

Permitting flow, capital projects, community marketing, and staffing structure for small administrative teams.

Special districts

Hospital, fire, and recreation districts. Revenue cycle, workflow, board reporting, and project oversight.

State departments and programs

Program operations, stakeholder outreach, and policy implementation that reaches rural communities.

Main Street and downtown organizations

Downtown vitality strategy, signature events, fundraising, and merchant engagement.

Economic development nonprofits and chambers

Business support programs, grant proposals, partnerships, and bilingual outreach to every owner.

Three areas, one strategist.

You work with me directly. I bring in specialists when a project needs them and manage them for you, so your staff has one point of contact and one plan.

I’ve worked in your world.

My work has included supporting a downtown nonprofit dedicated to economic development in my own community, contributing to state level public policy, and years of experience with government permitting, construction, and contractor management.

I’ve also run healthcare operations and a medical billing company, so I understand the revenue side of public health districts from the inside.

I’m based in Pinedale, Wyoming, and work with communities in all 50 states. I know what it takes to get things done in a small community, where every dollar is visible and every relationship matters.

Earn the trust of everyone watching.

In a small community, public work happens in plain sight. Residents, board members, funders, auditors, partner agencies, and the local paper are all paying attention. Public confidence is what gets the next project approved, the next grant awarded, and the next levy passed.

CONSTITUENTS AND RESIDENTS · BOARDS AND COUNCILS · FUNDERS AND GRANTORS · AUDITORS AND OVERSIGHT AGENCIES · PARTNERS AND LOCAL BUSINESSES · MEDIA AND THE PUBLIC RECORD

Transparency

Decisions, costs, and progress documented in plain language anyone can follow.

Stewardship

Every public and donor dollar tied to a purpose, a result, and a report.

Consistency

Doing what we said we would, on the timeline we said, and saying so early when something changes.

Inclusion

Bilingual engagement so every resident and business owner has a real seat at the table.

Clear scope. Clear costs. Clear lanes.

Public money deserves a paper trail. Every engagement is built so your board, your council, and your auditors can follow it.

A written scope and bid before any work starts

You approve the deliverables, timeline, and cost in writing. Quarterly budgets are available to fit your fiscal cycle.

Monthly reporting built for boards, councils, and funders

Budget against spend, milestones, risks, and the decisions that need a vote. One page, plain language.

Bilingual community engagement

Surveys, meetings, and materials in English and Spanish that reach every resident and business owner, not only the ones who already show up.

Independence

I don’t advise agencies on evaluating bids for projects where I support bidders. If a conflict could exist, I disclose it before we sign.

Questions agency leaders ask.

Can you work within our procurement rules?

Yes. I respond to RFPs, RFQs, and informal quote requests, and I can scope work in phases to fit your purchasing thresholds and fiscal year. ApreGrow is registered in SAM.gov and comes insured and bonded, and every engagement starts with a written scope and bid your board can approve.

We’re a very small district. Is this overkill for us?

Most small agencies start with a few advisory hours or a single fixed price project, like a permitting review or a revenue cycle assessment. You only pay for what the work actually needs.

Can you help us apply for grants and other funding?

Yes. I support funding strategy, grant and proposal writing, budget narratives, and the reporting that keeps funders confident after the award.

How do you handle conflicts of interest?

I don’t advise agencies on evaluating bids for projects where I support bidders. If there’s any possible overlap, I disclose it in writing before we start, and you decide how to proceed.

Do you work outside Wyoming?

Yes. I’m based in Pinedale, Wyoming, and work with agencies and nonprofits in all 50 states, on site or remotely.
